What procedure is required to re-format Digital Images for uploading?

I have Digital Art saved to disc as .bit files. I need to convert them to .jpg files & change the demensions to 500px x 500px in order to upload the files to a website.

“*.bit” file unknown, apple II or bitstream extensions, may need to know viewer and format to resolve,
can try graphic converters, then resize jpgs later in editor,
